Abstract : This paper is the first in a series of policy related articles that start to examine the rich set of information contained in the Global Entrepreneurship Monitor (GEM) study. Specifically, it considers the UK sample of adults and analyses the differences in entrepreneurial activity between graduates and non-graduates. The focus of the paper is on the policy implications for the National Council for Graduate Entrepreneurship (NCGE) that arise from these preliminary findings. A more detailed report into the entire GEM dataset and what it tells us about graduates has been commissioned separately and it is therefore not the intention of this paper to be exhaustive. Rather, the emphasis is on policy and the implications for possible future directions of NCGE research and development activities.
