Memorandum of Understanding between NCGE and STEFG

A Memorandum of Understanding was concluded on 5 November 2007 between the National Council for Graduate Entrepreneurship (NCGE) and the Shanghai Technology Entrepreneurship Foundation for Graduates (STEFG). The signing ceremony formed a major component of the 2007 Shanghai Entrepreneurship Week.

The MoU has formalised the existing relationship between NCGE and STEFG, and both parties have agreed to collaborate in the areas of:

  • the development of Chinese entrepreneurship educators
  • the development of entrepreneurship education good practice in UK and China
  • the development of a UK/China entrepreneurship fellows programme
    These objectives will be achieved by:
  • setting up a joint steering group
  • the exchange of entrepreneurship education leaders
  • the delivery of an entrepreneurship educators development programme
  • the delivery of a entrepreneurial exchange fellowship between UK and China
  • promotion of project outcomes, joint publications and joint conferences
  • setting up the Shanghai International Cooperation Base for Graduates in the Entrepreneurship Centre, Shanghai Institute of Foreign Trade

The collaboration will initially take the form of two projects, namely, entrepreneurship education training and an international entrepreneurship exchange programme.

The NCGE was launched by the Rt. Hon Gordon Brown with the dual aims influencing, inspiring and increasing the number of students and graduates who give serious thought to self-employment or business start-up and also to develop and promote a culture of entrepreneurship within Higher Education through research, education and facilitation. NCGE is the national focal point for entrepreneurship and collaborates with bodies across the UK and overseas.


The STEFG , founded in March 2005, is dedicated to creating an innovative environment for graduates, developing their entrepreneurship skill, promoting commercialization of scientific and technological breakthrough, and motivating graduates to startup their own business. The Foundation also helps broaden the career development channels for college graduates. In addition, creates a social environment of encouraging innovation as part the strategy to revitalize the city through science, technology and education.
